Der Mekong ist mit etwa 4.500 Kilometern Länge der zehntgrößte Fluss der Welt und bietet die Ernährungsgrundlage für 60 Millionen Menschen. 2,6 Millionen Tonnen Fische und andere für die Ernährungssicherheit wichtige Arten werden in dieser weltweit größten Binnenfischerei jährlich gefangen. Aus dem Mekong stammen 19-25 Prozent der weltweiten Süßwasserfischfänge.
Der Mekong entspringt aus mehreren Flüssen im Tibetischen Hochland und fließt im Oberlauf durch China, wo er bereits sehr verbaut ist. In seinem Unterlauf (Laos, Myanmar, Thailand, Kambodscha, Vienam) fließt der Mekong noch frei, mit einer der höchsten Biodiversitäts-Dichten der Welt. Jedoch wurde 2012 mit dem Xayaburiprojekt in Laos der Spatenstich für die komplette (Staudamm-)Verbauung auch dieses Abschnittes gesetzt. Für das nächste Staudammprojekt „Don Sahong“ wurden 2015 die ersten Verträge unterzeichnet. Die Verbauungspläne folgen hauptsächlich den wirtschaftlichen Interessen weniger Entscheidungsträger in der Region. Für eine sozial verträglichere und ökologisch nachhaltige Elektrifizierung der Region wären andere und kleinere Projekte viel sinnvoller.
Am unteren Mekong sind elf Wasserkraftanlagen im Hauptstrom geplant. 77 weitere Kraftwerke sind für die Nebenflüsse vorgesehen. Werden diese realisiert, ist mit einem enormen Rückgang der Biodiversität und der natürlichen Fischbestände zu rechnen. Ebenso fehlen dann die durch den frei fließenden Fluss transportierten Sedimente und Nährstoffe, die für die hohe landwirtschaftliche Nutzbarkeit des Mekong-Deltas sorgen. Allein im Deltagebiet leben 17 Millionen Menschen. Hier- in der „Reiskammer Südostasiens“ – werden zur Zeit 50 Prozent der Grundnahrungsmittel Vietnams angebaut.
